36 States, FCT Generate N5.15tn IGR In 2025 – NBS

The 36 states of the federation and the Federal Capital Territory generated a combined N5.15tn in internally generated revenue in 2025, the National Bureau of Statistics has said.
The NBS disclosed this in its 2025 Internally Generated Revenue at State Level Report, released on Thursday.
According to the report, the N5.15tn generated in 2025 represented a 40.93 per cent increase from the N3.65tn recorded by the states and the FCT in 2024.
Lagos remained the highest revenue-generating jurisdiction, with N1.769tn, accounting for about 34 per cent of the combined IGR.
The state’s collection increased from N1.26tn in 2024, representing about 40 per cent growth year-on-year.
Rivers followed with N428.42bn, compared with N317.30bn recorded in 2024, while Enugu generated N406.77bn, up from N180.50bn in the previous year.
The Federal Capital Territory recorded N356.34bn, compared with N282.36bn in 2024.
Ogun State generated N252.36bn in IGR in 2025, an increase from the N194.93bn recorded in 2024.
The figure placed Ogun among the five jurisdictions that generated more than N250bn during the year.
The NBS report said internally generated revenue is broadly made up of tax revenue and revenue generated by Ministries, Departments and Agencies.
Tax revenue includes Pay As You Earn, direct assessment, road taxes, stamp duties, capital gains tax, withholding tax and other taxes, including revenue collected through local government areas.
Enugu recorded one of the biggest increases during the period, with its IGR rising from N180.50bn in 2024 to N406.77bn in 2025.
The increase represents about 125 per cent growth within one year.
The Enugu State Internal Revenue Service had attributed the increase to improved revenue collection.
According to the figures, non-tax revenue accounted for N355.25bn, or 87.4 per cent of Enugu’s total IGR, while tax revenue stood at N51.52bn.
Despite the increase in internally generated revenue, many states continue to depend heavily on allocations from the Federation Account to finance their budgets and other obligations.
The NBS figures also show that revenue generation remains concentrated among a relatively small number of states.
The 2024 NBS report had shown that the states and the FCT generated N3.63tn, representing a 49.7 per cent increase from N2.43tn recorded in 2023.
Tax revenue accounted for about 73.35 per cent of the total IGR in 2024, with PAYE contributing N1.86tn.
