Oyo Impounds 20 Cows Over Open Grazing, Crop Destruction

The Oyo State Rule of Law Enforcement Authority has impounded 20 cows in separate operations in Ibadan over alleged open grazing, residential cattle rearing and destruction of farm crops.

The operations, carried out with security operatives, followed complaints over alleged violations of the state’s Open Rearing and Grazing Regulation Law, 2019.

The Chairperson of the authority, Justice Aderonke Aderemi (retd.), disclosed this in a statement on Thursday.

According to the statement, the first operation was conducted at dawn on Wednesday, September 30, 2026, at Batake Village along the Ibadan-Eruwa Road, following a petition by Adewolu Farms over alleged persistent invasion of its farmland by cattle.

The farm reportedly cultivates cassava, maize, yam and cashew.

OYRLEA said its officials, accompanied by security operatives, moved into the area after receiving the complaint, but the herders allegedly attempted to move the cattle away when they sighted the enforcement team.

Nine cows were, however, successfully impounded during the operation.

In a separate operation conducted at dawn on Thursday, October 1, at Idi-Iroko, Moniya, Ibadan, the authority said another 11 cows were seized over alleged residential rearing and open grazing.

The two operations brought the number of cattle impounded by the agency to 20.

OYRLEA said the enforcement actions were part of efforts to implement the Oyo State Open Rearing and Grazing Regulation Law, 2019, while protecting farmers, residents and legitimate economic activities across the state.

The authority reiterated its commitment to enforcing the law and urged residents and farmers to report suspected violations through appropriate channels.

The latest enforcement operations come amid longstanding concerns over clashes and disputes involving farmers and cattle owners in parts of Nigeria, with state authorities increasingly relying on regulations governing livestock movement and open grazing.

OYRLEA, however, did not disclose in the statement whether any arrests had been made or what sanctions would be imposed on those allegedly responsible for the violations.

The authority also did not state the current location of the impounded cattle or whether the owners had been identified.
