Lagos Secures N759m Refunds, Resolves 10,720 Consumer Complaints

The Lagos State government, through the Lagos State Consumer Protection Agency (LASCOPA), has resolved 10,720 consumer complaints and secured refunds, billing adjustments and other forms of redress worth N759.35m and $14,901.80 in six years under its General Manager, Afolabi Solebo.

The agency disclosed this on Thursday in a statement marking six years of Solebo’s appointment by Governor Babajide Sanwo-Olu on November 5, 2020.

According to LASCOPA, it has received 11,120 complaints across various sectors, including telecommunications, aviation, banking, insurance, housing, automobile, education, hospitality, electricity distribution, food and beverages, and online marketing.

Of the complaints received, 10,720 have been resolved, while 250 remain at different stages of mediation. Another 150 have been referred to relevant state government agencies.

The agency attributed the achievements to improved complaint management, mediation services, consumer education and enforcement activities under Solebo’s leadership.

As part of efforts to expand its reach, LASCOPA established and strengthened eight annex offices in Agege, Badagry, Epe, Ikorodu, Ojo, Bariga, Ikoyi-Obalende and Isolo.

The offices are equipped with operational tools, including public address systems and mobile telephone devices, to bring complaint management, mediation and consumer education closer to residents.

The agency also said it was engaging local government authorities to secure additional office accommodation ahead of 2027.

On enforcement, LASCOPA disclosed that it had issued 437 notices of non-compliance to supermarkets and retail outlets following market surveillance exercises across Lagos State’s 20 Local Government Areas and 37 Local Council Development Areas.

The violations included inadequate price disclosure, misleading product labelling and failure to provide essential product information.

The agency said its enforcement activities were guided by the Lagos State Consumer Protection Law 2025, as amended, and the Federal Competition and Consumer Protection Act 2018.

It also highlighted its “No Price Tag, No Sales” campaign, which seeks to promote pricing transparency and fair-trading practices among businesses.

In addition, LASCOPA said it had intensified consumer education through radio and television programmes, community engagements, stakeholder meetings and social media campaigns.

The initiatives seek to educate residents on their fundamental consumer rights, including safety, accurate information, fair value, freedom of choice and access to redress.

The agency added that it had strengthened collaboration with other consumer protection institutions, including the Federal Competition and Consumer Protection Commission (FCCPC).

On April 21, 2026, both agencies signed a Memorandum of Understanding (MoU) in Abuja to establish a framework for information sharing, joint consumer interventions and coordinated enforcement activities.

LASCOPA also disclosed that it generated more than N20m for the Lagos State Government between January and September 2026, exceeding its annual revenue target of N10m by over 100 per cent.

The agency further said it continued to work with government institutions, development partners, civil society organisations and scientific laboratories to strengthen product research, verification and consumer safety.

It also conducts unscheduled inspections of manufacturing facilities across the state to monitor compliance with applicable standards and consumer protection requirements.

Residents seeking assistance with consumer-related complaints can access the agency’s toll-free helpline available on its platforms.
